I would say Leviathan is worth it without even thinking about Dominate. That does make it "more worth it" I suppose. 
Haven't used it myself yet. We will see.
I read a really negative review about Leviathan.
Reviewer: Doesn't really reveal anything new about the Reapers.
Myself: Okay. Wasn't really expecting any major revalations. The whole secret behind the reapers was explained in the controversial endings. I can live with that.
Reviewer: Your choices make very little impact on the overall story.
Myself: Then play Witcher 2. Mass Effect never really delivered on that.
Reviewer: Doesn't have much exploration.
Myself: Then play Elderscrolls or Fallout Series. Mass Effect did a poor job of exploration in Mass Effect 1 anyway.
Reviewer: There is no new gameplay. Just more of the same with a couple of new environments.
Myself: So let me get this straight. Some new environments. More of the same awesome fights against the greatest faction in the Mass Effect series (the Reapers) and another opportunity to use my biotic and tech powers to kick some butt? How on Earth is that not awesome! I WANT THIS DLC!
Reviewer: Oh and there is this bonus power that was ditched in Mass Effect 3 because developers thought it was stupid. Dominate.
Myself: Leviathan has Domiante? I'm sold.
Reviewer: But it's rubbish and a waste of your time and money.
Myself: Don't care. Dominate + more of the same gameplay in a new setting.
Reviewer: But it doesn't change the horrible endings.
Myself: But I loved the shiny, extended cut endings. I chose synthesis and I have never felt more alive. Now give me dominate, some more reapers and a psudo mystery so I can shoot banshees and brutes on a sinking ship!
Reviewer: Which is an accurate metaphor for the Mass Effect series. I hope you shoot yourself with those new weapons.
Myself: There's new weapons too? Okay. Can't say no to that. I MUST DOMINATE EVERYTHING!!!!
Reviewer: I give up. You're an idiot.
