I would say Leviathan is worth it without even thinking about Dominate. That does make it "more worth it" I suppose. :)

Haven't used it myself yet. We will see.

I read a really negative review about Leviathan.

Reviewer: Doesn't really reveal anything new about the Reapers.
Myself: Okay. Wasn't really expecting any major revalations. The whole secret behind the reapers was explained in the controversial endings. I can live with that.
Reviewer: Your choices make very little impact on the overall story.
Myself: Then play Witcher 2. Mass Effect never really delivered on that.
Reviewer: Doesn't have much exploration.
Myself: Then play Elderscrolls or Fallout Series. Mass Effect did a poor job of exploration in Mass Effect 1 anyway.
Reviewer: There is no new gameplay. Just more of the same with a couple of new environments.
Myself: So let me get this straight. Some new environments. More of the same awesome fights against the greatest faction in the Mass Effect series (the Reapers) and another opportunity to use my biotic and tech powers to kick some butt? How on Earth is that not awesome! I WANT THIS DLC!
Reviewer: Oh and there is this bonus power that was ditched in Mass Effect 3 because developers thought it was stupid. Dominate.
Myself: Leviathan has Domiante? I'm sold.
Reviewer: But it's rubbish and a waste of your time and money.
Myself:
Don't care. Dominate + more of the same gameplay in a new setting.
Reviewer: But it doesn't change the horrible endings.
Myself: But I loved the shiny, extended cut endings. I chose synthesis and I have never felt more alive. Now give me dominate, some more reapers and a psudo mystery so I can shoot banshees and brutes on a sinking ship!
Reviewer: Which is an accurate metaphor for the Mass Effect series. I hope you shoot yourself with those new weapons.
Myself: There's new weapons too? Okay. Can't say no to that. I MUST DOMINATE EVERYTHING!!!!
Reviewer: I give up. You're an idiot.

That made me laugh.

If anyone is interested:
Return of the Puppet Master Engineer? Part 1. Engineer using Dominate with the Duration-Fury-Rage evolutions.
I recorded video showing the Damage-Vulnerability evolutions, but the upload failed. I will try to get it up later.

I play my Infiltrator mostly the same way. I Dominate/Sabotage enemies before they can see me and then I support my "puppet" with my sniper rifle from a distance.

Makes me want to play a Drone/Turret focused Engineer with Dominate and see if I can get through the game without firing a shot.

Yeah, dominate doesn't live up to the hype. Dominated enemies don't attack their teammates with the same aggression as they do Shepard.

The Rage evolution should make the enemy more aggressive: I would trade the damage boost for increased movement speed.

Hey Red, why don't you use Drone with your Puppet Master build?

Just played the final London mission with my dominate-infiltrator and had a good deal of fun by cloaking, dominating an enemy in the centre of a group (or a handy Brute of course, so much fun), using Liara to stasis another, then going ape**** with my new Raider and the occasional sticky grenade for clusters of weak enemies. It was great! Led to a few deaths, but it was immensely satisfying watching my Brute peon charging a group of three cannibals, killing them, bringing it down to low health then dominating a marauder to finish it off. A feeling of power that I haven't had for a while in an ME game.

Easiest way to never fire a shot as an Engineer is to use Sabotage (with Tech Vulnerability), Overload, and Incinerate. You can kill everything with just those three powers.

Wait, Tech Vulnerability works on any enemy you cast it on, not just synthetics? I always assumed enemies had to be under your control for that.

100% extra tech damage sounds ridiculous now... and awesome.

Hey Red, why don't you use Drone with your Puppet Master build?

Mainly because I find the Combat Drone very erratic. Because of the combat and enemy A.I. changes in Mass Effect 3, I find Combat Drone to be rather limited:
  • Most enemies, particularly tougher enemies, will completely ignore the Combat Drone if they see you cast it. Banshees and Brutes in particular will continue to chase you or a squadmate down once they lock onto you. They will not stop unti someone is dead.
  • Combat Drone has a much more limited range than in Mass Effect 2. In Mass Effect 2, if there was even one enemy on the map, it would hunt that enemy down; you could follow it around. In ME3, it will not chase down enemies if they are out of its effective range. It also appears to be unable to see through smoke. And it is slower. I find that is good at getting Guardians to turn around, but I just use an Armor Piercing Weapon mod instead. It takes about the same amount of time.
  • Since most enemies are unprotected, Cryo Blast is better for disabling groups of enemies. Or just Sabotage > Overload/Incinerate to kill them.
  • Enemies have have shields? Sabotage > Overload. (or just Overload if you want)
  • Enemy has armor? Sabotage > Incinerate.
  • Explosive Drone can detonate tech bursts, provided the enemy is still affected by Sabotage backfire/Overload/Energy Drain or Disruptor Ammo. I find it either explodes too soon or too late to detonate a tech burst.
  • Enemies docked into cover do not appear to stagger when attacked by the Combat Drone. In general, I find that the Drone needs to attack at least twice before enemies will even notice that it is there.
In ME2 on Insanity, everyone had some sort of protection, you could not combo tech powers, enemies targeted the nearest enemy, the Combat Drone attack was a guaranteed stagger.... In ME3, putting points into the Combat Drone just is not worth it.

The game mechanics reward you for using the strongest weapons or for using power combos. The ME3 Combat Drone is a dissappointment and practically irrelevant.

Rank 6 Tech Vulnerability evolution: Increase all tech power damage done to target by 100% for 10 seconds. And that also applies to the backfire damage of Sabotage itself.

Return of the Puppet Master Engineer? Part 2. Same powers and mission as before, except I use the Duration-Damage-Vulnerability evolutions of Dominate.

Damage-Vulnerability evolutions are probably better than the Fury-Rage evolutions; makes it easier to kill your new friend after he outlives his usefulness.
