I can't get them to load in new game plus is this a bug? Is there some way to get them to appear?
Are the Serrice Council Leg Guards Bugged?

Not that I know of and I've played through ME3 about 7 times now, 5 of which were NG+'s. Are you sure you actually picked them up/bought them in your previous save?

Serrice Council Leg Guards are found on Cerberus Headquarters. Make sure you are loading the correct save.

Same here, def used them for several playthroughs no issues. You sure that you haven't edited the save file to change the appearance codes but not actually got the armour in the game? I've had that before.
