No, not yet...
I asked the same question in-game yesterday.
One guy told me (thanks, by the way), that they only provide an opportunity to gain a medi-gel-capacity +1.
You still have to unlock it by buying packs from the store.
Is that correct?

We were supposed to get one as the "squad goal" reward for Operation Alloy though, we're we not?

Yeah but the way I read it was the final cap would increase (example: max goes from 5 to 6), but you'd still need to get the extra 6th cap unlock in a pack afterwards.

PS3 player here, no medi gel +1 in Victory pack. But the first PSP I bought after awarded me with one.

It's a max capacity +1 not a current capacity +1; you still have magically to pull a +1 Medi-gel capacity card out of your *** to take advantage of it

That would explain why I haven't received a medi-gel upgrade after the commendation pack, victory pack, 3 spectre packs and 2 premium spectre packs...
Level 649 and not a single medi-gel upgrade so I was looking forward to this o.O
