I participated in Operation Alloy and recieved a Commendation and Victory pack, but I did not recieve a med pack upgrade. Have they been distributed yet? Did anyone else recieve the upgrade yet or is it coming later?

It's weird somehow: the same situation occured for me. Though first PSP I bought (after opening Victory pack) - medi gel increase +1 was in it.

You don't automatically get the medi-gel upgrade. Rather, the game limit has been increased from 5 to 6. However, you will need to unlock the increase from 5 to 6 via a normal SP or PSP purchase, just like you did going from the original value of 2 up to 5. I got my medi-gel cap increase fairly easily since most of my manifest is complete (minus URs of course). Depending on how complete your manifest is, this may take longer.
