I was wondering if you have a +200% recharge bonus from lack of weight from weapons is that the whole global recharge bonus cap?  Is it a waist to have power recharge bonues from armors and such if you're already at +200 or is there a hidden number that goes above +200, and 200 refers only to the effect a weapon's weight has in regards to overall speed bonus?

Even if your weapon weight is at +200%, you can still get cooldown bonuses from armor and intel. See here.

However, the actual cooldown percentage you will gain continues to shrink the further away from +0% that you get. Math is here. That is why you may only get 0.5s extra cooldown from +150% to +200%. 

However, cooldown penalties ramp up hard the further away from -0% you get to -200%.
