RPG = Rocket Propelled Grenade
RPG = Role Playing Game
Unfortunately for you 7he Island Head, the "missing" RPG elements being talked about are Role Playing Game elements, not Rocket Propelled Grenades.
As for getting a Rocket Propelled Grenade?
In real life, you could try to buy one off the black market, join militia or terrorist organization, or enlist in an actual military and hope they give you one.
In Mass Effect 3, there are no Rocket Propelled Grenades. You will have to play another game that has them.

Adding actual RPG model (say from ArmA2, which I like pretty much) could pose certain problems, in case ME3 engine prohibits such intervention. But if it doesn't, then it is possible. The only big issue which remain unsolved will be animation - RPG shooting technique is quite different from those standard poses we have. So that will be quite a rework.
As for other RPG:
If someone said three years from now

Jackson is an adrenaline junkie who loves blowing up stuff.
He loves to talk to everyone and is constantly sending Shepard on quests.
The RPG has new quests that explore places you've never heard of, and make tough choices with far reaching consequences.
And when the consequences get too much, Jackson fires a grenade at them.
Solved!
Oh and Jackson the RPG is voiced by the legendry talent that is GMagnum.

Seriously. I would have loved to have a 6th slot for heavy weapons.
There could be 30 or so heavy weapons including RPG's.

30? As much as I like guns, isn't that a way too redundant? Look at existing arsenal, many guns are just about the same, why you need them? Well, of course you can say that "hey, I don't like M4 with red-dot, I want Holo!" Somebody could say "screw holo, gimme my reflex!" Some could say "you'se all nutz, ACOG+little c-more are your best friends"... So yeah, it's matter of taste to some extent.

You only don't like it cos you never found the RPG in the starting area of the first level. There's no point blaming the game because you had to fight aliens with a pistol.
