I'm fairly neutral on the whole ME3 experience, don't love it and I don't hate it either even though people I know might think I do. My mindset going in was that they had already given me an unfinished product for ninety dollars what's throwing away another ten really matter, and I wasn't disappointed. Its very similar to ME3 itself in that you get good combat, decent banter, some nifty things happen, but at the end of the day your left wondering what the **** happened.
P.S Shep is dumber than usual though.
So Leviathan...should I buy it?

I personally enjoyed it, but I can also see how some people wouldn't! As someone whose interest in the main storyline is mostly peripheral (blasphemy, I know, but as far as I'm concerned what compels me to keep playing beyond any amount of wince-inducing plotfail is wanting to see Shepard interact with the crew) I think it doesn't add much to world lore -- if you've played EC, very little of what happens in Leviathan will come as a shock or a revelation, since it can all be extrapolated by that.
If character and atmosphere are the sort of thing you enjoy, then this DLC may have something for you. There are good moments with squadmates (everyone has something to say after the mission; bringing your LI for the missions yields dialogue that feels like they actually want to squeeze your heart out; there are moments which put me in vague fear of Shepards life, even if I know s/he's not coming to harm) which you could probably end up just Youtubing, of course. But if you're like me at all, no amount of Youtube videos will never compare to actually taking control of the cursor and being able to take *my* Shepard through the dialogue choices, and explore the environments (however limited or otherwise) on my own.
The DLC has been compared to Lair of the Shadow Broker, and in my opinion, the production quality is similar to that, though my preference for LotSB still edges over it by a small margin, mostly due to the lack of wrap-up in Leviathan compared to LotSB.
TL;DR: if you're really leery of spending the money, youtube it first, buy it if it looks like something you want to play through! That's how I got into Mass Effect in the first place, by seeing the product and deciding it was something I wanted to try out. Its a great piece of DLC thats comparable to Shadow Broker in quality and worth playing purely for its own goodness. If you want more time with your favorite squadmates (yes they're voiced), get some fun new weapon mods, and a new power you'll find it worth it.
If you're getting purely because you hope it will somehow change the ending, give it a pass.
Personally, I liked it more than Shadow broker because all the squad get dialogue instead of it just being the Liara Show.

I will tell you this: It's good, but not worth the money. Take it for what you will. It immerses you a bit, but at the end of the day it's just a slap in the face.

2. The Catalyst was made to do exactly as it said
Then by all means go ahead. The DLC adds no new weapons, no new enemies, and alters a few Star Brat dialogues in the sense that he repeats himself 3 times over (he literally repeats the same exact sentence).
There is no underwater combat of any kind. The Leviathan doesn't explain anything we don't already know (ie. they made Catalyst, the Catalyst turned them into Reapers, rinse repeat cycle). And there is no awesome cutscene featuring any space battle or anything. You just see a Reaper fall over... into water. That's it.
Though it does add a creepy head in Shepard's quarter to watch over the sex scene.

If you like ME3, you will like this. If you feel strongly about the endings, watch it on YT to make sure that you will like it. I personally loved the DLC, it changes up the pace of the game, making fast paced action sequence juxtaposed by relatively quiet investigation sections.

Whatever you choose, you need to see it, don't do what some people have said to do and just use the wiki or read someone's review cause that is a completely devoid experience.

I did not buy Leviathan. I was tempted, but decided not to after reading the Leviathan page on the MEWiki.
Since, if I feel like having a bit of fun playing the game, I can just play a few rounds of multiplayer, and since I now know most all relevant lore/story details from Leviathan, I really don't see what the DLC has left to offer me.

I watched part of it on YT and thought it might be ok, wish I'd watched it all. It added very little to my game. I loved ME2's Shadow Broker and Overlord is my favorite, enjoyed Arrival as well. This, not so much. It's barely OK. I didn't feel it added anything to my game, much to my disappointment.
Another wasted opportunity, IMO.

If you hate the Catalyst, you may hate him less now as the DLC now actually explains where he came from and why he exists. Shepard now knows he exists before you meet him, he doesn't just pop out of nowhere (though you still don't know he's the Catalyst).
