A hub world is a location in a game where there are quests to be done, you can shop, talk to people etc. Like a city.
ME2 hubworlds would be: Zakera ward, Omega, Illium, and tuchanka
ME3 hubworlds would be: Citadel
and ME1 Citadel, Feros and Noveria.
And pinnacle station, I guess

The "CitHOT" files might refer to a launching point area on the Citadel where shep meets with Liara and the rest of the gang task force they assemble to take back Omega. (If cerberus has hundreds of troopers there, I doubt Shep and the gang would try to take it back alone).

Look how they're naming the files. Everything from Leviathan was named Lev00x, despitethe fact that Lev001 was the Citadel lab. Also, none of the Cit-labeled levels were in the Coalesced file when Firefight was released: social.bioware.com/forum/1/topic/323/index/13564528/1 Only Lev & Omega files, rather heavily suggesting that the Cit project is newer and levels got added to the list only recently. I don't think that line of reason rules out that files name Cit come from a different DLC.
Naming everything in Leviathan Lev makes sense since that DLC is 100% linear, so there is a progression Lev1, Lev2, Lev3. However, if Omega DLC involves a new Citadel hub with an investigation that involves going back and forth to several locations on the citadel, which might possibly remain accessible after the DLC (maybe a cargo bay where you can buy illicit weapons/mods or a Pinnacle station style training area/arena) followed by a linear "take back Omega" mission, it would be very logical to have 2 sets of names. This is of course speculation, but you have to admit that extrapolating from a single DLC doesn't necessarily guarantee a prediction (if everything from the main games was named ME300x and the naming pattern was also in use for all ME2 DLC and the other main games, I would accept that reasoning, though...)
And the fact that these files have shown up since Firefight was released a month ago only means that they're just showing up in Bioware's working coalesced files now, not that it's a whole new project. Doesn't it make sense that bioware has finished some more areas to the DLC in the past month? It'll be at least 3 months before they release the next DLC, which gives them at least a month before they need to do final testing...

As soon as I downloaded Leviathan I opened it up so I didn't know which levels were in Leviathan and which weren't....
Oh - one odd thing is that there's entries for several multiplayer powers in the DLC. No bloody idea why though...
