It's my first time playing DA and i can't get my NPC's gain XP at all.
how do I make them gain xp and raise lvls?

Temporary NPCs like the other recruits in Ostagar or the ones in the Origin story don't get xp.
Your first follower who gets XP is either the Dog (when playing a human noble) or Alistair.
When you're talking about the NPCs you left in party camp, they only get XP when you level up, and just enough to stay one level behind the PC, so when your char is level 7 and meets a level 8 Leliana but leaves her waiting in camp, she won't get any XP until your char rises to level 10. (Then she'll be Level 9)
