What's going on?

My Predator is still at VII despite 4 or 5 playthroughs. I've heard of others with the same issue. My Carnifex was also locked at VII until near the end of my last playthrough (after Sanctuary mission) when it suddenly appeared on the weapon purchase terminal in the shuttle bay.

As for your unmaxed weapons not appearing, do you mean they're not available for purchase or aren't showing up in the game at all?

They are available for purchase so i'm stuck maxing them that way per paythrough

It was odd around thessia in my second playthroguh they stop showing up.

I have same issue, but some weapons like a Widow for example were able to upgrade at X level at the beggining of game.
