And still, the 70% of the studios have no problem with it.
At this point bad developers are the reason why some games are being screwed over, not the split memory pool / SPUs.

Take a look, the game is almost 1year old, in other words, since its release day and now
they had more than enough time to take the effort to code it for PS3, but apparently they didnt even take the time to bother
anyway i dont really care much, in-game armors combinations are stronger than the DLC weps and the Harrier is the strongest wep
gotta love them arm-chair warrior that say that every PS3 owner is a "ps3-butthurt"...

^ This is my opinion too.
EA is just being lazy with PS3 content. They are happy to get the cross promotion and advertising (without making it really clear that everything they are offering as a promotion won't be available on all platforms), but they won't do what is necessary to make it available to the entire player-base. And when it is something as simple as a graphical skin, and turning on a weapon or ability that is already available on a different build, I don't buy the development hardship angle at all.
It's got to be either laziness, some back-door deal with Microsoft, or varying combinations of the two (depending on product).

Yeah, I love that too. Especially when the original post states that the lack of promotional DLC isn't a game-breaker, just more of a curiosity / slight aggravation.
