I can't beat the last part by the missiles. I am an engineer and I can't win. I have Ashely and Liara in my squad. Ashely has a black widow, Liara and Shep have scropions. How do I win?

Persevere.
I couldn't tell you anything else, since I was an Adept (Biotic Explosions for the win).

I would recommend James + Javik, with Level V Particle Rifles. Pick one Particle rifle for yourself, and use James's "Squad + Headshot damage + Explosive Burst" Incendiary Ammo. If you can, pick Defense Matrix as your bonus power.
If you don't want to go back, try hiding Liara from the enemies, and equip Ashley with a good assault rifle, like the Particle Rifle or the Revenant. Liara is very fragile.

Ashley has the Revenant as her alt weapon. My major problem is the two banshees I have to fight at the same time. I can't kill them fast enough and get overwhelmed.
How do I kill banshees? I currently just spam powers at them, but it doesn't seem to help...

No matter how many banshee's you kill... there will always be 2 on that field.

The trick to that whole map is you don't try to kill anything. Just move back and forth between the buildings and let the banshees get caught in the reaper's destructo beam.

Here is a video showing how I did it as an Engineer. I had Ashley and Garrus. Liara is actually a decent substitute for Garrus. Actually, Liara is overpowered and good with every class.
Does Ashley have Disruptor Ammo with rank 4 Squad Bonus evolution? Her Squad Disruptor Ammo is money for an Engineer. With Squad Disruptor Ammo on the Scorpion, you should be able to shoot > Overload for easy tech bursts.
If you have Sabotage with rank 6 Tech Vulnerability, you can also Sabotage > Overload/Incinerate. Liara is also good since her Warp will detonate tech bursts and her Singularity can disable most enemies.
Just run away from the Banshees. There is a Hydra close by. I like to use it for the first two Banshees and then try to avoid the rest.
It can be a difficult fight at times. Pausing to take a good look at your surroundings is a good idea as well. There is lots of medigel around if you need it.

Can you respec your squadies in the middle of a mission?

Just play hide and seek. Keep moving, don't bother too much about your squad mates caus they'll get killed pretty quickly on insanity (even if James has fortification). If you're an engineer, use your drone as a decoy. The thing is, sometimes if you try and try and try and keep dying, you'll get yourself stressed and you'll make rash moves. walk away for a few hours or come back the next day and you'll probably do it first time.

I did Insanity as a Soldier with the Particle Rifle X, a new game plus, and had Liara and don't remember the other squademate. She is great as she can Stasis any Mauraders instantly so you can slip past them.
I spammed AR to slo-mo everything and just kited aroud until the timer ran out.
I didn't find ME 3 Insanity, nearly as difficult as ME 2 on the Collector Ship Platform battle.
I've not played Engineer as of yet so I can't help much more than what I've already said.
All the best to you.

You cannot. You can only respec squadmates on the Normandy.7he Island Head wrote...

I've found that it is more useful to control your squad in this section than anywhere else in the game. Keep your team focused on taking down the marauders and cannibals with weapons while you spend your time stripping the defenses of brutes and banshees with powers. Prioritizing this way forces you to be a bit more aware of your situation and keeping the number of marauders and cannibals lower should leave a few openings for you to retreat around the map. Switching your squad to their rapid fire weapons also seems to help since they're not focusing on the armored targets. While you retreat from charging brutes and banshees be sure to set your squad's waypoints to force them to retreat with you. As others have said your goal with the banshees is more about controlling them and keeping them from charging your location and forcing you out of cover than actually killing them. You will need to be moving so don't expect to hold any one position through the whole fight.

This is the only place I have had a problem. The other place was the geth dreadnought, before I started using sabotage on the rocket geth.

Bloodpack SMG with level 6 incendiary ammo. Explosive rounds for your last power up. It tears right THROUGH anything that moves. I also played as a soldier and speced all of my armor for damage increase. I believe, in adrenaline rush I was pushing well over 100% more damage with my weapons so the cerberus Harrier is also a really good weapon. The low ammo can be remedied with the thermal clip add-on plus the barrel.
Also, like everything sad, just run around and stay away from the banshees. The beams from the destroyer reaper will kill anything caught in it's wake.

You don't even have to engage targets in the last section of that mission, although it makes it slightly easier. The real issue is the Marauders taking shots at you when Banshees flush you out of cover which is why I prefer to just kite the Banshees, then use the Hydra to try and clear Marauders on the way to activating the missile.
Just run around and wait to the Reaper is in range and hit the button.
