Arlathvhen in Halamshiral?

While browsing the wiki, I came across this banter between Merill and Fenris in DA2:

Fenris: "I hear there's going to be a arlethven soon, in Halamshiral. A large one."
Merrill: "A gathering of the clans? How do i not know about that"
Fenris: "Possibly because some elves are still willing to talk to me"
Merill: "You've been waiting just to say that haven't you?"
Fenris: "Maybe a little."

As far as I can tell, in Halamshiral now live mainly humans, with some city elves probably dumped somewhere in an alienage. How exactly is the arlethven going to take place in Halamshiral? Are (lets say) 10-30 Dalish clans with a population of (about) 30-200 members each just walk through the city gates and camp around? Or is the meeting taking place somewhere in the Dales, near Halamshiral?

How do the Dalish keep these meetings a secret? Templars hunt the Keepers as apostates, and a gathering of so many elves would be difficult to go unnoticed. At some point I had the impression that only the Keepers and their firsts attended these meetings, but it seems that all the members of the clans are present.

They way I've seen it in DA3 the meeting likely turns into an effort, to take advantage of Orlais being pretty much in chaos from the civil war and mage vs templar war, and retake the Dales. This would then be a major plot line of the game where you either chose help the elves retake the Dales or help the Orlesains in the area destroy the Dalsih.

The empress of Orlais is there in the beginning of Dragon Age: Asunder, suggests there is something to visit at least.

People do live there. The Summer Sword was crafted by a smith of Halamshiral IIRC during the Blessed Age. And Empress Celene goes there in Asunder.

Actually I had asked this question in the past, in the old forums, and had got an answer from the devs. I am trying to recall the answer, I think it was from Mary Kirby, and I think she said it's more or less the size of Denerim. But I am not sure about it, it may be my memory playing tricks on me.
