The way I see it, it's like they don't really care about the older characters, lore and world after all. They're just messing around with the fanbase, pushing Lightning in a new world while it could be so simple to just go back and ignore the awful XIII-2 ending.
They warped back the timeline, Chaos unleashed on the world, now you get this new "chaotic world" that will end soon. You can't interact with the new characters anymore, you're stuck with a new cast and Lightning is the only playable character. Not only is it alienating, but frustrating for the people who actually loved playing other characters like Serah, Noel, Fang, Vanille, etc.
I also don't like how they chose the easy path with this game, to create new stuff while ditching so many plot holes away. They're only making new holes with this new plot and something tells me that we'll never see the older cast again... I don't want the new NPCs, I want the older characters. Ugh. Frustrating.
I swear, if they pull out a "Caius is still the big bad" trump card, I'll eat my socks.
I agree with most of this. But I liked the XIII-2 ending because it set up the potential for XIII-3 to be great. And also I wouldn't mind Caius being the villain in this new game because it would kinda make sense.
BUT!!!!! If they do completely forget the characters from the first two games, I will be incredibly disappointed. I want XIII-3 to conclude the trilogy, not give us a new and completely unrelated story. That being said, I think there are several ways that they could tie it back to the previous games, especially if Caius is the villain, becuase

So if he was still the villain, there would be that connection to the previous lore and it would keep the focus of the story on resolving the plot from the previous two.
I really hope they don't just ditch the first two games...
