Lightning's is. Snow's explains what happened to Snow after he disappeared in the main story, but it's mostly just Colleseum fights. The Light DLC uses a slightly modified version of the battle system and helps clarrify the ending a bit.

Actually, from the numbers I've seen, they are. Only about 1/6 of the people who bought FFXIII bought FFXIII-2. 1/6 constitutes a minority, hence, they are a majority.
Personally, I didn't bother with the second one. The first one was so ridiculously linear, and really nothing more than a slightly interactive movie, I wasn't at all interested in the second, and I doubt I'll be interested in the third unless they figure out how to make something other than an endless corridor.
Not saying Square can't fix things, but honestly, they need to move on to a new Final Fantasy, they burned too much good will with the first game and they won't attract people back without switching to a new universe (And actually including some gameplay in the next Final Fantasy).

After 4, I can't recall a single FF game (except maybe FF: Tactics) that wasn't so utterly retarded that I could only enjoy it as a parody/comedy. The writing is so horifying it kills my brain cells.

I will probably pick up 13-2 at some point and 13-3 given if 13 was just 'okay' (nothing to write home about imho), 13-2 was supposedly better so I assume might mean 'pretty good' and if 13-3 improves on top then that might make it 'very good'. Bit concerned about the more realtime battle aspect and very concerned about this so called timer counting down. But I will buy it at some point I'm sure.
With FF everyone has their favorites, personally I think FF8 is very underrated. I was one of the best ones even if not the actual best out of all of them.

I still want my own personal Ragnarok ship. I would also like to live in one of those academies. There were a vast amount of elements that make it stand out more so than many others including a wage system which pays you based on performance (well level and I think few other factors). Had more adult theme (imho) and great characters, stunning CGI cutscenes for it's time and the setting and world was very well done. It also kept a lot of the freedom of gameplay elements and exploration.
