This is something very simple, summed up in the title, and brought back up by leviathan. In the DLC, one of the new assets is a shield to help cover the delicate internals of the device, along with the disposable dust cover seen in the vanilla game. What this points out is just how very vulnerable it is to being picked off while en route from the staging area to the citadel.

It's the presidential limo in a parade, and the assassins have a tank. It's big, slow-moving, laughably armored and the centerpiece of the plan. It needs a whole group to escort it, and they are mostly futile against a real attack. Why the tank (Reapers) bothers shooting the runners and motorcycle guards (Sword and Shield) is beyond belief. It's a lose-lose according to the plot. Either A) The fleets fail and the crucible is obliterated or B) The fleets defeat the reapers, rendering the cruible project a titanic waste. The chances of the slow, wimpy crucible making it through the reaper lines are about the same as a world war one trooper making it across no-mans land. Once the reapers got the citadel, the game should've been over, although condsidering what happens at that point in the game, that might have been in the fans best interests.
