It's stated in the Leviathan DLC that the Reapers are created in the likeness of the Leviathan, beginning eons ago with Harbinger. So why was there a human reaper/terminator clone being created in ME2?

They were created in their image. That is the outside. But the "essence" of every Reaper is of the harvested species. That is the inside.

Because that's what Reapers & The Catalyst do They harvest the species and build new Reapers from them (and the best race is selected for capitol ship) at the end of each cycle.

The Human Reaper was meant to be the core of the new Reaper, while the Cuttlefish part was going to be the exterior. It stands to reason that every Reaper looks very different on the inside.

Yeah the outside case is squid like the inside resembles the species. Why? Dunno. It's in a codex somewhere me thinks!

But hang on a minute guys. Harbinger looks like the leviathans... On the outside. Soooo... Oversight? maybe just a small one?

man it would've been awesome if in one of the battles, the Tuchanka, Rannoch, or Harbinger on Earth got blasted and there insides were exposed then they start talking through their harvested species mouth, that would have been one epic talk with a reaper or even cooler they continued to attack via their larvae state.

In Mass Effect 2, Reapers were supposed to be created in the Image of the Species they harvest. That is why in the end sequence for Mass Effect 2 we see Harbinger leading an army of different looking Reaper Dreadnoughts.

They retconned it in Mass Effect 3 and now all the Reapers look like Harbinger, well everyone but the Destroyers, but God knows who they are supposed to look like.

The reapers being used for battle all look like the Leviathans, but perhaps the Human Form reaper, and in fact all of the other species form reapers since then, don't look like that at all, and just aren't actually used for battle. Since the Reapers are meant to preserve life, and we know that they make a new reaper every cycle, the best choice is to take that new reaper and send it someplace safe to make sure that the essence of the race that the reaper represents goes on forever, because that reaper wouldn't go into battle.

What we also were told by Leviathan, that supports this theory, is that they made an army of their reaper buddies to go out and keep the organics and synthetics from killing each other everywhere, and then they turned on them. If the reapers that we see are just that original army, and Harbinger is their super awesome leader, that explains why all of the reapers look the same, because after all, they were all built by the same people, all built with the same technology, all built out of the same thing, and all built at the same time, and also explains why there was a human form reaper that looked different, after all, it was headed to the center of the galaxy to hang out with all of the other reapers that represented a precious race that the Reapers had converted into a giant flying space robot.

As it stands now, the core of the reaper is made in the image of the harvested species while the exterior hull is made in the image of the Leviathans.

I remember Bioware mentioned them intending to show this in Mass Effect 2, but never did.
