During my ME3 playthrough, I found Javik to be very ineffective in combat situation using Avengers and Vindicators, regardless of mods to the weapon. During my Leviathan playthrough, I equipped him with the Particle Rifle, and it was like giving spinach to Popeye in terms of how much ass he was kicking with it.
I also had a similar situation with Ash, but it got wierder. She was meh with assault rifles AND with most sniper rifles as well, but for some reason, the Mantis really really works for her, even above more powerful sniper rifles.
Has anyone else noticed certain weapon/character combinations that are far more effective in practice than the stats of the weapon would seem to indicate is possible, even to the point of a performance drop if a more stat-powerful weapon of the same class is equipped?
Weapon/Character synergy for squad members?

The only weapon I can put on anyone (who can have it equipped) is the Paladin, but that gun is absolutely ridiculous.
Edit: Oh, and the Harrier as well, like o Ventus said.

Really? Oh, that explains it (it had been months since my ME3 playthrough and playing Leviathan, so I apparently had a brain cramp on that one. No explanation why the Mantis works better for Ash than the Widow or Black Widow on my games though (then again, I think I have a wierd install, because I find that the Locust is my favorite SMG for my Shepard, even above the more stat-powerful ones like the Harrier.)

Well, it was introduced with the From Ashes DLC, and in all flashback Reaper war cutscenes during From Ashes, all of those Protheans (and Javik) are using the Particle Rifle. It's also safe to assume that the Particle Rifle was the "inspiration" for the Collector Particle Beam.
I don't know if it's programmed to directly affect Javik, though. I could be totally off-base with that, but I imagine it could.

I always equip Javik with the Particle Rifle because of his use of it in the flashbacks, and I don't give it to anybody else with an in-game justification that he had one in his hibernation chamber with him.
With Ash, I give her the Viper because it's the sniper rifle that offers maximum synergy with the way I have her Marksman skill tree filled out.

When in doubt, it's usually a good idea to go with DLC weapons. The assault rifle-wielding squadmates do great with the Particle Rifle, and the Anti-Synthetic Rifle is alright for them too if you have it. As far as SMGs go, the Hurricane (especially), the Punisher, the Geth Plasma SMG and the Tempest all work well. Shotguns and (especially) sniper rifles are somewhat wasted on squadmates, but if you feel like it you can give Tali and Vega some of the really heavy, high damage shotguns like the Geth Plasma Shotgun.
