This dialogue was already there since the Extended Cut, RadicalDisconnect. I saw it.
Besides this kinda reinforce my feelings the Catalyst can only choose to turn off the Crucible if Shepard doesn't want to use the device.
Also to the OP: I beleive it would be interesting to ask someone on the twitter to see if they will confirm this as a bug or something intentional.
The Kid can turn of the beam,not the Crucible. If you look up, the Crucible is still active (those 4 beams are still converging on the center. Furthermore, when you initiate the Destroy ending the beam goes away. It remains for synthesis and control. I believe it is a power siphining beam used to draw power for synthesis and control.
