I was really surprised NOT to see Sha'ira in Mass Effect 3. Especially after
hearing about her on news in ME2 about her leaving Citadel. Are there
any speculations about her? Maybe on Omega?

I believe the audio of ME2 was bugged. Well, if you helped her in ME1.

The news story in ME2 about Sha'ira leaving the Citadel after rumors of intelligence leaks was only supposed to play if Shepard didn't complete Sha'ira's mission in ME1.
If you completed her mission, you were supposed to hear this instead:
"The Asari Sha'ira, more commonly known as the Consort, has declined to name the next race likely to gain Council membership. However she suggested an announcement could come soon."
