The real reason is much simpler: Operand conditioning is more effective if the reward is random: If the pressing the button has a small chance of giving a reward, the monkey will keep playing ME3 pressing the button all day long. Since you can't be sure that the squadmates didn't use any ammo packs, you'll just have to keep playing

Well, being diplomatic, the terminology he used left a great deal to be desired but the psychology seems logical to me, I wouldn't put it past EA to use such tactics but then I forgot my tin foil hat at home, if it is true I would expect a lot less missions if the psychology of it was attacked en masse and not only that it's a crappy mission.
That said however, from the looks of things (am an Xbox user), the PSN players who are interested in the Squad Goals etc also seem to be somewhat active on these forums, those who don't care or unaware are left none the wiser. However, it's nice to see the PSN users here, hooking up, making friends with folks with similar interests to get a certain goal done so mission success there I would say.
