I got all my upgrades in Spectre Packs but of course that doesn't mean you can't get them in PSP. I guess you just aren't lucky enough?

I bought 12 PSP trying for it a few days ago, with no luck. Then I remembered someone on here saying they got it out of their first Vet Pack. Bought one Vet Pack and got my new medi gel upgrade. Maybe try that?

I think I might have gotten my final cap increase from a vet pack... RNG will always be a mystery to me.

I got it in my first PSP after they turned on the increase. Having no real luck with URs though.

It's actually not much of a mystery. The upgrade comes as a bonus rare, typically in te second to last spot of a spectre pack, or replacing the silver in a vet pack. The second to last spot of a PSP is a standard rare spot. Special bonus rares have less chance of dropping in middle spot of a PSP (it's why you don't get many 3 rare PSP's, they exist but are pretty rare).

It's the same thing with rare weapon mods, the easiest place to get them is in Spectre packs.

Also bear in mind there is nothing random about the store, it's probabilistic sure, but that does not equal random.

i  got mine in 4 packs sp when i bought a psp it had a common engineer character card i thought they was fixed

yes i know they stated that is only in psp{wish i tooka pic of it}

Haven't gotten mine either. But they've eased the pain by giving me plenty of lvl IV ammo.

Store is tricky...I don't think I've bought more than 50 psp's since the game has been out...don't have the extra medigel but I got other stuff...

RNG is random. Show me a pattern and I'll believe you (you can probably find one but it is still considered pretty random). Also I've gotten 1 3-rare PSP.

I got it when I opened my first PSP after the commendation packs were rewarded. I was like, "uhhh...okay!"

I got mine a couple days after it was implemented. Keep trying op and you will get it eventually.

meanwhile I'm still waiting on unlocking shadow when I am already getting double IV-equips
