Thanx for the replies. I am playing as soldier, thus not able to allocate points to technical skills. Understand that I have limited skills as result. I am taking Tali with on most assignment because of her high tech skills but still encounter same issue that I cannot open heavy/hard locked crates. I played Virmire and moved to Conduit battle with Saren after hijacking SR1 but got halted because I could not open some gates because of low tech skills.
Some openable items need electronics and some need decryption. You've got Garrus, Alenko, Tali and Liara with tech skills (Liara only has Electronics, the other three have both Electronics and Decryption). To open absolutely everything you need at least one character with Decryption at level 9 and at least one character with Electronics at level 9. It can be the same character but you do need to have them in your party. There's one brief bit on Virmire when you first meet Captain Kirrahe where you don't have a party, and there are a couple of objects in the tents behind him that you will never be able to open as a soldier unless you took Decryption as a bonus talent.
Other than that you should be able to open all objects providing you have both Electronics and Decryption at level 9 in your party at all times. For my ME1 Soldier Shep I found that I defaulted to using Liara and Tali a lot of the time as that made a naturally balanced squad, so Tali became by 'opener' and had both those skills maxed out. I think I maxed Alenko out in one and Garrus in the other and just gave Liara a few left over points to boost shields because all the rest went on her biotics.

Spectre: I was referring to what special tasks or assignments I needed to do to get Spectre training level up.
Just did the Luna task and got to choose between Specialized upgrade class of either Shock trooper or Commando.
There aren't any special tasks at all. As you level up you can add points to Spectre Training, and that's about it. The specialisation upgrade you got after the Luna VI assignment is nothing to do with Spectre Training. It's just that that's the mission after which you get class specialisation, and the choice for the Soldier class is Shock Trooper or Commando. If you'd been an Adept you'd have been offered a choice of Bastion or Nemesis. It's all to do with your player's class, not to do with being a Spectre or the Spectre Training skill.

Thought there is specific tasks like this one or way of answering questions in game play when encountering people and choices of actions that boost Spectre training skills.
As far as I know, no. Certainly not noticed this in half a dozen playthroughs.
