So I haven't been able to get Stasis or Proxi Mine and I'm almost done with my second playthrough and I have talked to both of them after every mission. Is there an event that triggers me getting those powers or did I do something wrong?

Nevermind, case closed. I looked it up and it seems that I get them both after Thessia which is funny because I just completed Thessia and saved before I talked to anyone.
