I'm not really jazzed to see Vega with a different voice actor (especially the Prinze, yuck), but I am very pleased to see Production I.G. behind the animation. That choice inspires faith from me.

Why not? The only difference between an anime and western animation is that anime is animated in Japan. Keith David was Goliath and Spawn, so it's not like he's a stranger to cartoon voice-over. Also, Orson Welles, Leonard Nimoy and Robert Stack did the original Transformers movie too, which was just as anime (if not moreso) as this.
What's the budget for this anime?

That is just so completely untrue. Maybe today's anime is crap but come on, I grew up with these cartoons. The animation was unmatched at the time.

Vega's popularity being subjective and hard enough to define -He has faired better then Kanye Taylor... I mean Jacob-
Releasing it this late after the game is a good point.
Maybe a month later... though with the whole ending fiasco it would have been boycotted.
as to why Vega... Why not?
Vega as a character got screwed over by them cutting the intro so they can have the ****ing Reaper invasion of Earth! be the tutorial level and He gets kicked out of the mars mission after the first firefight.
Hell most people don't go see him until after the citadel or Palaven-strictly cause that the first mission you have time with him-
So Giving a full expansion on Vega's Backstory seems perfectly logical to me since while the Collector mission is most likely what encompasses the last part of the movie. The block pack fighting-something Vega only alluded to when he mentioned fighting a Really tough SOB Krogan... Kropachi Zaraki- will be the first part. It enriches the character and I will always support that.
But most will go well why not Garrus and his stint on Omega... Homeworlds already did that, and yes I get it, people just want 25-60 minutes of Garrus gunning down Omega thugs and delivering corny one liners as he does it. -Basically Mass effect: Boondock Saints-
Garrus has had the three core games, and said comic. His been rather fleshed out and enriched. It be next sure... but it just feel like an addendum instead of an expansion.
Though with our luck it'll be about Liara being the worst Shadow Broker in History
