I don't think it should be super powerful since it's just an uncommon, but imo it should at least do the job it was intended for better than it does.

Tried it yesterday for the shotgun challenge on silver and felt like facepalming several times. It feels about as powerful as a slap in the face.

IMO in ME2, the standard shotguns (Katana, Scimitar, Eviscerator and Geth Plasma Shotugn) were fairly balanced.
Makes what happened to the Scimitar in ME3 really sad ...
I really hope they buff it good (along with a few other shottys) and lower its weight a bit as well ...

But all in all you could make a case for any gun. Largely people would ignore some of the starter weapons, and assume that after they maxed the upgrades that the higher tier were so much better. They were largely different, not vastly superior. SMG's were a good example of this. Shuriken was maligned by many, but it is an excellent weapon in ME2, esepcially when it gets a couple upgrades. You just have to use it in the correct role.
ME3 has a more difficult task though, so it is understandable that the weapon balance isn't as good. There are a whole lot more weapons to balance.
