Heh, I find it funny sometimes when people argue that the difference between 150 and over is meaningless. In individual encounters it may be, but over the course of the game a .2 second difference can actually make up a large amount of damage. Variance on map, larger more open maps have less of an issue since travel time for the powers to hit become a factor.
On weapon based classes, yeah. On power based classes it can be a big difference.
One thing most people agree on from what I've seen is that a fury with a pirahna is near impossible to beat on the score board. Yet I've seen my friend do it consistently all day long and the people he beat weren't neccessarily bad players. How? Easy he runs at 200%, always. A simple .5 second delay on all your powers might not be noticable, but its a 1 second delay between each BE and over the course of a 25 minute(or more) game this can be a sigifnicant difference.
Ofcourse if your glacier speed running its neglible for the fact well, it just doesn't add up as much, but over time it becomes a larger and larger whole for power based classes.

This is a factor most people don't figure in when they stare at spreadsheets. A pirahna pretty much is mandatory that you put a choker on it, this cuts 25% damage off of using an extended barrel instead. You can use an extended barrel and a choker, but than the gun gets significantly less useful against armor.
The problem with the scimitar is that it gets outclassed in every way even the little niche it fills by an eviscerator or a talon. But not really going to go into either.
Though looking at a spreadsheet means nothing really, According to the spreadsheet a revenant has a higher sustained dps than a Tempest, by quite a bit. This is actually false, if you use it with the right mods aswell. I'm not entirely sure what formula was used and what measure of time was used to determine this though.
