Are the items that you can steal from Duncan (Grand/master Hale Rune...) shared between game saves?

The reason I'm asking is because I currently have three games saves one is a level 14 warrior with two grandmaster hale runes stolen from Duncan and now with a level 6 rogue Daveth is having trouble stealing anything of value in Duncan's pockets.

No. Different characters don't get the same items (except at the very beginning).
