 why not make a Ultra Rare Pack that give 1 UR with 2 otehr articles like a commidation pack but you can only afford it via Microsoft Points/Bioware points/Playstation Point stuff cause face it #1 ppl will go mad buying those to finnish off their collection maybe make it worth 2 bucks a pop  5 x  11 x 10 = 220 dollars per person thats really enthusiastic about doing that cause hoenstly ppl are jsut goign to grind away anyways to ge thtem for free with the hard chance to get them anyways...  up to you but thats a better marketing technique that ALSO keeps your fans amused that are willing to pay and a option at least 

again up to you but this idea is just so you guys can think about it swish it in your mouth and see if you can swallow it and do it instead of spiting it out cause frankly your player base is goign to DROP like no tommarrow when borderlands 2 hits it drop once when diablo 3 hit and will drop agian when resdient evil 6 hits it's just a fact...
