I'm doing my third run through ME3 and second as a Vanguard. I's take Cryo ammo in ME2 simply because it was the most useful against Collector forces, but Incendiary ammo seems to be much more useful. Okay it doesn't freeze targets, but does far greater damage to them instead.
Thoughts?
Cryo ammo - useless for a Vanguard?

I think the idea of cryo ammo on a vanguard is to first freeze your enemy and then charge them to make them shatter. Never tried it myself as it seemed like to much of a faff but it could be fun!
If you were going to try that approach it'd probably be a good idea to level it to squad ammo so your team mates can do the freezing and you can do the charging.

Yeah I think there is somehing about frozen enemies and force, and Biotic Charge has lots of force.

Unless you are using a CryoGuard type of build, Cryo Ammo is best left for your squadmates.
Rank 4: Squad Bonus
Rank 5: Headshot Bonus
Rank 6: Damage/Freeze Chance (Damage is probably better, but I usually run with Freeze Chance).
Cryo Ammo on squadmates is great since it gives them a free crowd-control ability that you do not have to micro-manage. An enemy a squadmate freezes is one less enemy shooting at you.

There was a Cryoguard build in ME2. They would charge, hit their target with a gun that had Cryo Ammo, then use the frozen enemy as cover until Charge was off of cooldown. A quick melee to kill the enemy, then charge on to the next person.

Cryo is just "ok" in ME3. I don't feel like the freeze chance works out as well as it did in ME2 on squad members, especially those with rapid fire weapons. But it isn't terrible. The fact that there are a whole lot less "melee" enemies in this game also reduces its usefulness relative to ME2.
On a Vanguard you definitely want to run Incendiary on your own weapon for the damage. Charge and Nova can relatively easily set off Fire Explosions, which is in fact the combo with the highest base damage.
I found though that Cryo on Shepard's weapon was adequate on a Soldier if you take a relatively accurate weapons. In fact this is one of the few niches where I think the Viper is fairly useful, as the accuracy, lightness, and easy handling make it easy to get headshots, which have a good chance to freeze, and the frozen bonus helps out the weapon's limited damage.

Yes, it's good in ME3. it's a debuff. It let's you do more damage to enemies. You don't need to max it though.

It's a lot of fun!! But there is no reason to max it out though. I would make sure squadmates have it though.

I don't even use weapons to kill with the Vanguard, which means I almost never have an ammo power activated.
It's great against armored targets, especially with Nova spec'd to do extra damage to armor. Just chill Banshees, Ravagers, Brutes, Atlases etc. then Charge + Nova until dead.

I haven't tried this but, Scorpions on your squadmates + the cryo ammo for them might work really good for that. In the multiplayer I was freezing everything with the Revenant and my friend would biotic charge them for the kill. It worked out fairly well that way. Might be a bit more difficult in single player though.

I need some clarification there...
Warp Ammo armor weakening apparently has a duration of zero so it never applies to anything other than the weapon that fires it, and does not stack with piercing mods. Tested by peddro.
Cryo Ammo does have an armor weakening duration if and only if you have the last rank set to "Damage Combo" and via tests was confirmed to apply to a couple shots after the ones that apply the affect. Again, tested by peddro
Getting to my point, Armor Weakening is only the non-stackable effect of reducing armor damage reduction. As far as I know armor damage reduction doesn't apply to power damage, so Cryo Ammo shouldn't be giving your powers a bonus against armored targets.
Frozen targets do take bonus damage from all sources but you can never freeze an armored target. And Cryo Blast actually has evolution to increase damage to chilled targets.
Would like some clarification with examples if anyone did some testing on the above.

Cryo ammo is great for a Vanguards. Or well, great for a Vanguard's squad that is. The Vanguard himself/herself should be rocking Incendiary. But ya, Cryo ammo still plenty useful because it makes ur squad crowd controllers and debuffers.

It's alright for crowd control against enemies that don't panic, but I don't put more than three points in it anymore. My vanguard rolls with Ash and Garrus and both of their ammos are better, so there's no sense in taking it to Squad Cryo. Mostly, I slap it on a sidearm and freeze a few outlying cannibals before charging into the thick of it at the start of an engagement.

I think most people are talking about SP in here.
And that guy needs to update some things... I showed that Warp Ammo was in fact applying extra damage to barriers in MP.
