DLC idea I had.
The DLC would give you an open, empty slot on your party roster in the main campaign. This roster slot can be filled by Shepard by using paperwork in your office aboard the Normandy. You "requisition" elite personnel to augment your squad. The list of choices is drawn from your multiplayer character roster. It works like this.
~ When a class is promoted in multiplayer, those characters that were created disappear. However, they are not gone. Instead, your requisition forms on the Normandy update with new candidates. These candidates are the characters from the class that was promoted. New candidates retain their unique name and the last color scheme you gave them before promoting them.
~ Candidates will only include characters from that class that were created. If you promote a class without ever creating a particular character from that class, that character will not be available on the roster (ex: if you promote the Engineers without ever creating a Salarian Engineer, the Salarian Engineer will not appear under Personnel Requisition Update: Engineers).
~ The candidate pool for selecting your extra squadmate is not static. If you promote a class again in multiplayer, the previous candidates for that class disappear, and are replaced by the new candidates from that class. So, for instance, using the prior example, if you did not create a Salarian Engineer, but want one, you can level up the Engineers to twenty again in multiplayer, this time creating a Salarian before promoting. The current selection of Engineers is removed, and replaced by those from this promotion 'wave,' which will include the Salarian Engineer, plus any other Engineers you happen to have created.
~ Once selected, the candidate will appear on the Normandy in a static area designated to be the area that all of the selected candidates appear in (I would stick it in the hangar, as that's got lots of extra room). Their dialogue options and cutscene actions will be derived from a combination of their species and their class. For instance, there would be Asari dialogue, Krogan dialogue, and Vanguard dialogue. So a Krogan Vanguard would draw on both Krogan dialogue/cutscene actions and Vanguard dialogue/cutscene actions to create his character, while an Asari Vanguard would drawn upon the Asari/Vanguard set of dialogue and responses. Certain specific units may warrant extra "bonus" content or dialogue, like the Asari Justicar (which would be Asari/Adept/Justicar) and the N7 classes (Human/Their class/N7 references).
~ Candidates will appear at level 1, and will have all of their multiplayer skills plus additional skills to bring them up to par with the campaign standards (example: Quarian Engineers will gain Combat Drones and possibly Tactical Scan, Adepts will gain a few additional biotic powers to round out their roster, Vanguards will gain additional abilities such as Nova, even if they did not have them in the multiplayer, everyone will gain the requisite Ammo Powers, ect). Candidates will have an allocation of skill points appropriate to the level that Shepard's party is currently at (i.e. there is no "take-over" from the multiplayer into the campaign), and they can be 'brought up to speed' from the menus, just like every other character.
~ Shepard can switch out between candidates at any time by using the paperwork on the Normandy. If Shepard does so, the current candidate will leave, and be replaced by the new choice. The previous candidate will return to the candidate pool, and can be acquired again if so desired. However, promoting a class replaces all candidates currently in the candidate pool of that class with the newly promoted characters (your currently employed squadmate is not affected by this, should they be of a relevant class), so it is possible to 'lose' characters in the rollover.
Optionally
~ There may be a system to "save" a certain small number of beloved characters, to the tune of a Favorite's list of sorts. This could preserve selected characters through waves of promotions, allowing you to, for instance, keep a Krogan Sentinel you really like on a kind of permanent retainer. Ideally, the process would allow one character from each class to be kept in a saved state, though that number could be smaller, if you want to encourage turnover in the candidates.
~ Candidates may start out with only the powers they had in multiplayer plus the ammo powers, but can have further options unlocked. One possible example of how this could work: The standard Female Quarian Engineer has Turret, Incinerate, and Cryo Blast. If she is the only Engineer promoted, that plus the Engineer-appropriate ammo powers is the extent of her powers. However, if she is promoted along with the Male Quarian Engineer, she would in the campaign gain Arc Grenades and Tactical Scan as powers she can select. The Male Quarian Engineer would likewise gain Cryo Blast and Turret. And if a Human Engineer of either sex were also promoted, then Combat Drone and Overload would enter the pool of skills as well. In this manner, the quantity of Engineers that are promoted into the Engineer pool of squadmate candidates actually improves the quality of the Engineers themselves. The more Engineers (or Vanguards, or whatever) that you promote when you trigger the promotion process, the wider and more diverse their individual skillsets are when they come up for selection as potential squadmates. In this way, you could, for instance, gain an Asari Justicar with Throw and Singularity, or a Female Human Vanguard that can use Barrier, Carnage, and Cluster Grenades.
Another way this could potentially work is if every skill had a certain amount of "experience points" attached to it. If an optional squadmate uses it enough while in your squad, that power becomes available for widespread use. For example: you want a Female Quarian Engineer with Incinerate, Cryo Blast, Turret, Combat Drone, Overload, and Tactical Scan. In order to get this, first you would have to use a Human Engineer in your squad. Once they have used Overload and Combat Drone enough times, those skills will become "prestige" (or however you want to call it), and become available to all Engineer candidates as a possible power they can have. Then you're going to use a Male Quarian Engineer until the same thing is accomplished with Tactical Scan. Only once you have gone through this process can you acquire the ideal Engineer Candidate you set out for (Female Quarian Engineer with Overload, Combat Drone, and Tactical Scan).
~ There may or may not be a cap on how many disparate skills a given candidate can have. If there is, these skills would be selected from the pool of potential skills that they can have during the "paperwork" segment of the recruiting process, and would be locked in for that character until a new set is promoted up to replace the old. These skills would be in addition to their 'core' skills (such as Shockwave and Nova for Human Vanguards), which would be locked in and cannot be changed. Example: If you wanted a Female Human Vanguard, and if the skill cap was at two, then she could choose two additional skills, and no more, from the Vanguard skill selection. So you could choose to give her Barrier and Cluster Grenades, or Reave and Carnage, or Pull and Stasis, or any combination of two additional powers (which may require playing with additional Vanguards to unlock if we're using the above-mentioned option of prestiging skills). She could not, however, choose more than that, nor could she choose to not have Biotic Charge, Shockwave, or Nova (as those are her core powers, and thus, locked in).
Ultimately, this DLC allows you to create and customize a squadmate by taking advantage of the multiplayer character creation. You give them a name and a unique appearance, and can "build" them a unique set of skills from within their class. They have a semi-limited ability to interact with Shepard and the plot by drawing on pools of dialogue and reactions related to them (class, species, possible special dialogue), and can allow you to fill in gaps in your current squad. Whether you want Tali's long lost amnesiac identical twin sister, or refuse to accept that Kal'Reegar is dead and want him on your squad, whether you really miss having a Drell around, or even if you simply think that there aren't enough angry Krogans punching things, this DLC would have you covered. You could bring over any multiplayer character you liked from the multiplayer into the single player, and expand their skillset and make them a part of your Normandy team.

And since I can predict the possible complaints of people who do not have multiplayer passes/Gold Accounts/whatever, but still want the DLC to work for them, it could include the option to just build a character from scratch, much like how you can either choose to build Shepard from scratch, or import an existing Shepard. If you don't have the multiplayer, and thus have no promoted candidates waiting for you, you could still have a custom squadmate by choosing the "build from scratch" option. It would direct you to a screen identical to the one used in multiplayer, where you can create a squadmate from scratch. However, to keep it fair, the options that would need to be unlocked in multiplayer (like Secondary Colors, Patterns, Lights, ect) would stay locked. So it could still be used to create a unique party member, but you wouldn't get the fully range of utility and customization out of it unless you have multiplayer.

...I actually like this! As long as they have their own damn voice. Like Geth 1, Geth 2 or Asari 1, Asari 2.
But the story for the characters would suck, they would have no background. Unless you get to pick it.
Idea could work, but for Bioware its easier to just make a Squadmate DLC instead of a custom Squadmate.
