Why does Garrus think the Valiant is a single shot rifle?

I love the Valiant.

My one full playthrough was with a soldier femshep and where in ME2 my go-to weapon was the Revenant, in ME3 I played with the Valiant a lot. I never managed to get enough money to be able to buy the Black Widow.

Currently, I'm doing a new playthrough, only my second full playthrough ever (though I intend to stop after the Cerberus Base mission). I gave Garrus the Valiant, expecting him to do reasonably well with it. Only to notice he fires one (1) shot, then spends some time staring off into the distance behind us (are we being flanked? No.) and then and only then, does he fire another shot. Rinse, repeat.

Why? Does he not know he can fire three shots in rapid succession? He is supposedly a sharpshooter, but I don't think I've ever seen him make a headshot.

I mean, come on! I realise the AI can't even move properly, getting stuck behind any old door or taking cover improperly. I know that is hard to program and that it is 'fixed' by having them move into the same room with me when I turn around to check if they are still not there. Although my femsheps still end up alone in rooms sometimes and getting shot while frantically asking their teammates to join them. But if they can't even shoot properly, then what use are those squadmates? Does Shepard really have to do everything?

-Is this a bug, or is this how it is supposed to be?

-Also, can anyone tell me if he does this with the Black Widow as well? Otherwise it'll be a huge waste to splash out on one if my femsheps can't use it themselves.
