No it's not like the SP mechanics. It's after a certain time not ammo consumed in MP. Someone told me this and I went to test it out and at around 35 rounds (close to 2 seconds) I had the charge up. So RoF is bad unless you like having higher DPS for less time and easier to drain the clip.

I play mostly on gold difficulty, and where AR's are suitable, i usually go for my Harrier mk.6.
I've recently gotten also the PPR mk.1 and Typhoon mk.2 but havent yet had the opportunity to test them out - any reason to pick any of them over the Harrier with such a large gap in upgrades?
I chose 6 points in CS because sometimes I need a panic button. You may forgo it and max grenades (or whatever you want).
You can chose "headshot" in passive if you have good aim, but power is good too for grenades too. A good mix of both.
Take a backup weapon (pistol with ULM, I like the scorpion, good crowd control or a light SMG) and cyclonic modulators. With adrenaline rush, you can take quite a beating before falling, but this build means you have to stay a bit behind.
The key point is to max weapon damage and learn to use soft cover with this rifle as it needs to ramp up. Once you get the hang of it, bosses and mooks will melt. Remember to activate adrenaline rush once the beam is charged and release the trigger at around 50.
I love Concussive Shot builds, it is such an underrated power due to the fact it doesn't do a lot of damage. But the utility of being able to set off nonstop Tech Bursts is something I just can't pass up.

Yeah it's fun to melt things, play with different ammos and so on. I haven't played much gold, but I top-scored two gold matches (as the Destroyer) just by camping near corridors / funnels and vaporizing everything that came into view.
But... I think I love my Harrier more
