Do they know The Cardinal Rules of Magic?..

Codex (The Cardinal Rules of Magic):

You must not be under the misimpression that magic is all-powerful. There are limits, and not even the greatest mages may overcome them.

No one, for instance, has found any means of traveling-either over great distances or small ones-beyond putting one foot in front of the other. The immutable nature of the physical world prevents this. So no, you may not simply pop over to Minrathous to borrow a cup of sugar, nor may you magic the essay you "forgot" in the apprentice dormitory to your desk. You will simply have to be prepared.

 

So, why do some mages in game ignore it? Danarius teleported at least once - from top of the stairs, and qunari saarebas  use it a lot, and even have it mentioned among skills in wiki (not 100% accurate source, I know, but they really do that). Could be some other examples I can't recall.

They know, but they simply added in those mechanics to mages to made their fights more exciting/difficult. The same can be said for abomination sprouting out of the ground, and mages tranforming into abominations at a moments notice. Not to mention, the seemingly dramatic increase in the number of mages to fight compared to DAO, all in a single city.

Meh. Not hard to explain away if one is willing to accept other possibilities than what one perceives. (If not, then you see people teleporting despite lore, but that would be your own choice.) The wiki even has one possible explanation in the footnotes.

@ReggarBlane Thanx for pointing in a thread. I love how David is willing to fill gaps and answer questions. More or less - I think he answered it well.

One of the developers explained that the Codex entries are written from points of view of their authors and are to be taken their opinion. Apart from that, this entry does not completely deny the ability to teleport. Maybe Danarius, Sky Monk or Decimus did take one step.

Mages don't teleport. They turn invisible and move to another point on the map really quickly. (Or just stay in the same place. I've seen that a few times.)

also remember other classes rouge have the ability to momentary cloud you pc from your eminies for a breif time. there could be mage spell that do the same and from you character perspective they dissapear and move elsewhere.

A shame they had to resort to this. If enemy mages had been as powerful as Hawke and his/her allies, they would have been more than powerful enough. It would've been much preferable too, battles are always more fun and challenging if your enemies have the same capabilities as you do. Being overpowered compared to your enemies (as in DA2) just feels cheap.

I always asumed that the mages used a super powerful haste spell to move around quicker. But, thats just me.
