If the damage increase is the only change to MP, then bull**** about it is actually pretty fair.
At level 10, it's damage is 164.8, if you mess about with the DPS of the old one and factor in the new damage per bullet (simply divide by the old damage, then multiply in the new damage) you find that its DPS is 555.5, and when reload speed is a factor that number drops to 378.9, and if reload-cancelled perfectly, that will go to 457.8
So it has 457.8 damage when fired at max RPM, with all shots hitting, and the reload is done perfectly. If compared to the M-76 Revenant, which is the other rare basic assault rifle with similar problems (recoil and inaccuracy):
Revenant has 871.3 DPS, when reloads are accounted for, that drops to 571.5 and when reload cancelled perfectly that moves up to 680.2.
That means that the Revenant has around 50 percent more damage than the Argus, has less of a problem with recoil but pays for it in inaccuracy. Overall, the actual damage of the Argus is just too low to make that bonus accuracy a fair price for all that damage loss. The Revenant is a much better overall weapon, the Argus just doesn't have enough power.
Personally, I'd say up the power a bit, decrease the recoil and/or increase the Rate of Fire, but something needs to be done to make it fit the bill.
In case you feel that the Revenant is a bad comparison, take a look at the Vindicator:
Vindicator does 751 DPS basic, when reloads are factored, that becomes 443.9 and reload-cancelled, that's 478.6
The Vindicator around the same damage overall, and can be given AP capability to compensate for the loss in armor effectiveness due to weaker individual shots. It's also lighter, easier to upgrade and doesn't require a Recoil Dampener to be effective, freeing up the spare slot for bonus damage in the form of a barrel mod, basically giving it an extra 25% damage and meaning that it WILL in fact, have more power than it's heavier, slower-firing, high-recoil alternative. It's barely on the same playing field as a (not overpowered) uncommon weapon.
