No, on multiple occasions BW folks have stated it is a design feature. The game files also clearly indicate it is an explicit mechanism. It is officially not a cheat. Unofficially, you may think what you will.

no. its a skill that improves your killing ability. PC gamers have an advatage though by using the medigel key to reload cancel. I wish i could do that on my 360

Until I came on BSN, I wasn't really aware that I was doing it. To me it feels a bit like cheating and if I notice myself doing it I stop.

I mean if reload cancelling is intended, what stops me from hypothetically abusing a bug that instantly brings me to the other end of the map? All I'm doing is skipping the running animation after all!

Yeah just because they couldn't or wouldn't fix this lil bug/glitch, came to a consensus that its "ok to do" does in no way mean it was meant to be a "feature" 
Regardless of if bioware says it ok (mainly because they couldn't fix it if they tried) I still don't do it, or need it to be successful in the game and i hold myself in higher regards than the people who do use it.

Anyone who has looked at the game files will say 100% it is a design feature, end of story. There are explicit properties in there that have no other purpose than for the implementation of such a mechanism.

It's a mechanic with parameters set in the Coalesced.bin files. It's been stated multiple times, by multiple developers, apparently since ME2, that it's intentional.
I was surprised to find it out, as well, but it really isn't cheating.

I agree with the consensus, but there are power related canceling alternatives that seem more legit i.e. adrenaline rush and turning devastator mode off and on (useful for PPR).

I've never been a fan of animation clipping. It's just one more thing to think about and factor into your active game plan. However, in ME3, I'm so used to it I don't even notice it anymore.
