Is reload cancelling a form of cheating?

Edit: Alright, the initial wording of the title and the OP were intentional. I wanted to see how much argument I'd get before I clarified. But the thread died faster than I wanted it to.
Here goes.
First, just because the devs say it's okay doesn't make it a cheat. Assassination may be sanctioned murder, but it's still murder.
Second, a weapon is not condition one until the charging handle/slide has been racked. Slapping a mag in a fire-arm and pulling the trigger is about as useful as trying to kill someone with a watergun. Unless you're that dude from Dead Rising. Then it's less effective.
Third, game mechanics like that suck. I can and do reload cancel, because it's required for maximum dps output, but I shouldn't have to. This particular sentiment has nothing to do with it being cheating, but there you have it. It frustrates me to no end that shortcuts like that are required to compete. The name itself frustrates me. You're not canceling your reload. If you were, there'd be no ammo to fire. You're just shortening it. It's reload shortening, not canceling.

If it helps any, sometimes it bites us (me?) in the ass as enemies just loooove to finish me off during a reload cancel. And I pop back up one medi-gel poorer surrounded by teammates confused at my wastefulness.

A weapon with an ejected mag is empty. I'm not sure I understand what you're asking.
Reload cancel would be an awesome feature if you could only do it with a round still in the chamber. That's legit.

At Game Academy we used to have this joke where we would say "it's not a bug, it's a feature!" whenever someone encountered one in a game we created.

Edit: "You're stupid" is not and never will be a viable argument. Nor is it constructive. Nor is it accurate. It's a form of cheating in it's own right.
Cheating, believe it or not boys and girls, has very little to do with rules.

As I said, if you could only do it with a round still in the chamber it would be an awesome detail and very realistic. In the real world this is called a tactical reload.
Space magic racking a slide or yanking a charging handle or pump cycling a round all space magicy is not cool.
