 So to get this gun in ME2 requires you play through the game on hardcore and insanity. But can you just play the game on casual for example and change the difficulty settings to hardcore right before starting the Tali recruiting and still be able to get the gun? Or you have to play through the whole game on hardcore or insanity.

You just have to play Haestrom on Hardcore or Insanity.
