I had completely downloaded Shale the last time I was playing when I quit the game.  Upon returning, it still shows it is 100% downloaded but it has not installed itself. How do I encourage the installtion of a completed download?

Try clicking on the content in the download screen. Once you do you should get a "retry" or "install" button in the lower right side under its description.
