A week I purchased 400 points for $5 in order to download Return to Ostagar. So far in the Available Content tab of the game, the 400 points shows up in the points balance, but the DLC does not show up as an option to download. Ideas?

It's no longer supposed to show up yet, but
Bioware wants to annoy everyone (surely seems like it), so they don't
make the necessary corrections everywhere to make it clear that it's
been delayed, and STILL remains that way.

I thought it was supposed to come out on the 13th...

Where did you read/hear/see this? I'm currently not playing DAO until they release the dlc, since its the only DLC I've yet to do, and I would like to do it before I get on with the rest of my playthrough. Would be good if it turns out that it will be released towards the end of the month

Hibana, Return to Ostagar is currently not offically available for any platform. It was briefly available for the X-Box 360 on the 13th but was pulled later that day, so some people were able to get it then. It was never made available on the PC.
Sometime between the 5th and the mess that the 13th turned into there was an interview which implied end of the month.
Given the goings on with the X-Box Title update and the non-release on the 13th, who knows when we'll see Return to Ostagar.
Keep an eye on the Dragon Age Announcements and General Discussion Forum for more information, when its released it will be announced there.
