On my Silver games I will use them on wave 6 if it's an emergency. But mostly to make wave 10 easier. If I have any left at extraction I will happily use them up. Always you know I like to make the big the BOOM!

Objective waves usually, but anytime I feel the pressure is too much. Just trust my gut, but sometimes it's a little too late.

I love rolling with a team that has different rules....
1st Player: Uses Missles for Kill Streaks
2nd Player: Uses Missles to Clear Objective Waves
3rd Player: Uses Missles to prevent an Insta-Kill
4th Player: Uses a Missle when he's Doubting the Situation
That's a Recipe for success.

I tend to use them for assassination objectives and "OH-S#!T" moments. Some times I will use them to clear out a late mission spawn point, going for a kill streak

My Missile rules:
1. If you/you+allies/allies are about to be swarmed by enemies greater than or equal in strength to Marauders/Geth troopers, USE A MISSILE!
2. Multiple Boss enemies in close proximity? USE A MISSILE!
3. LOTS of Cannibal/Assault trooper/Geth trooper or stronger enemies close together on a 5-extraction wave? MISSILE!!!

If it's killing me, and all my team mates missile it.
During a dreaded 'revive-fest' yesterday I used a missile
on a Cerberus turret, and we motored on with the game.
It was the only missile I needed to use in four consecutive
games.

I never use them after completing Wave 10 and that goes the same with medi-gel (unless it's an Operation weekend in which I'll always try to extract). Until there is a big enough incentive to extract, then I don't see the point in using them.

When in an endless chain revive-athon, the enemy bunches up enough to make it worth it. Better 1 cobra than everyone gelling over and over again.
And since the cobra became instant shot, use it to save others from sync-kills!

Did that to a phantom once. She wouldn't stay still and managed to down me. Got pissed, gelled, whipped out the missle, chased her down and boom. FEELS GOOD MAN.

I use them for "opportunities." If I see a HUGE cluster of enemies (including 2 or more top-rank enemies), I'll missile away. It doesn't even matter what difficulty it's on. It's a huge opportunity for points, and to eliminate a good chunk of the faction.
The only other time I'll bother is for desperation (aka, you're carrying the team, everyone else is dead, and you're faced with too many enemies).

Swarmers :| If I see a swarmer sneaking up on an ally, I'm scream, "ILL SAVE YOU" and nuke it to hell.
I also like using it on lone enemies that clear the wave like the nemesis

Missile all the spawns.
Although I should probably cut back on doing that so much, because PUGs complain that there aren't enough enemies left to kill and friends are always wasting their missiles trying to nuke the same spawns that I am.

A. As the duration infiltrator, Wave 10, in case it's targets with one safety missile for dire siutations
B. Dire situations, or on the wave 6 or 3 target to stop the duration infiltrator from using them, so s/he can save them for 10

Prior to Wave 6, the only reason to use a rocket is to nuke one of the first two assassination targets on Wave 3. On Wave 6 and Wave 10, judicious use of rockets to clear the objective area is often a good idea; on Waves 7-9, an early killstreak at a spawn can trivialize the wave.
Needless to say, there's almost never an excuse to use one on Wave 11...
