She honestly might not be by the time DA: Inquisition begins. But I'd still want this:10. The chance to work with Justinia (if you're pro-mage) or assassinate her (if you're pro-Templar)
The disenfranchised Templars and Seekers will definitely have a pretty villainous agenda, especially if their new leader is anything like Lambert (Arnaud, possibly?)
But if the leak that first brought us news of DA: Inquisition is correct, the point of it will be that there's a mysterious as-yet-unidentified party that's the Big Bad, and it's the job of the protagonist to look past all the mage/templar bull and see what's really happening underneath all that.
