If you look at that picture, there's a green squiggle which might be a snake, or a dragon, or possibly something completely unrelated to the Tevinter heraldry.
Stating, unqualified, that there is Tevinter heraldry on one of the characters - or that one of the characters is Tevinter, or whatever - is just speculation. Reasonable speculation, perhaps, but speculation. And the presentation of speculation as fact is exactly the sort of misinformation that led to this thread being unpinned.

I'd like to point out however that, while I did directly say that the emblem on his armor is the Tevinter symbol (I'm 99% that's true, but who knows?), I also pointed out that it might not mean anything.
