I think Flemeth would disagree.
The colour scheme in that ballroom is just stunning!
I wish the DA artists could give those poor NPCs in the ballroom scene different dresses other than black and white (or at the very least different textures). I thought Orlais was supposed to be more colourful than that. Plus, they have already set up a tint system for customising armour, now all they have to do is to randomise it a bit for the NPCs.

I think Bioware is dumbing this down for the players, making the background NPCs wear black and white and the important NPCs like Celene wear colourful dresses because otherwise we would be horribly confused if everyone started wearing dresses of different shades.
Because she is the empress and standing out and being above the others is what she gets to have.
It could look a little messy as well. I'm fine with how the npcs look.

I don't know about that, it worked rather well in Dishonored's masquerade ball where all the NPCs were wearing different dresses with elaborate masks and headgear.
I just thought Orlais would be more outrageous and bold and colourful. Instead they're all wearing something plain that looks appropriate for a funeral. It doesn't sound like the Orlais we heard about from Leliana with women wearing bird nests in their hair because it was the height of fashion back then.
And I don't think it's for a theme. They were also seen wearing them in the WoT concept art titled "Orlesian fashion."

Am I the only one who thinks of Pippin's Song from Return of the King whenever I listen to certain parts of it? Sometimes I'll even find myself singing along to it when I watch the trailer. It's actually quite fitting for the theme they're going for given the symbolism of that scene in the movie and the lyrics of the song itself.

We already saw an ingame clip of it (in the Discover the DA vid) and they were all wearing those outfits!
Just saying it is concept art won't make the problem go away.
It's still concept art. Those are place holders, used to fill a space and avoid spoilers. Look how quickly people found the characters they choose to show, now think of all the ones they removed. 
*high-pitched squeee*
We're going to a fancy dress ball!? So happy right now! It was on my DAI wishlist so I can tick that off now. I also guessed we had to stop an assassination so that's cool it's actually in the game

Also that video of Steve was just too cute. You hear that everyone, he's due a mob 
I'm sure a large portion of this forum would be more than happy to oblige.

and I thought I was nitpicky about costumes in these games...
have you actually counted the variety of npc oufits in dishonored because it's not more than average
also, the way the inquisitor/party armor customization works is probably not going to be the same way mundane NPC attire is going to work. you can reasonably expect recolors though

Have you considered that it's the current fashion trend and the empress is deliberately bucking it to make it look like she's too cool for the trend (and at the same time setting a new one)

2. If you look at the serveants in the front of the pic you'll see that the people in this pic are still little more than doodles, an most likely are placeholders, to be filled later.

Ha ha! I've never been called that on the forums before, the children are usually a lot meaner than that: 'Lunatic', 'Psycho', 'Old hag who talks too much' 
For the love of the Maker....I find that a bit disturbing.... 
Jessica was absolutely hilarious in that video though.
