it's also concept art, the purpose of the concept is the ballroom itself not the characters. So they are there for scale.
"But those are the promo materials! Pictures like that with bland characters are both cringeworthy and misleading! And no, it's not nit-picking! Next time try to look over your promo-stuff BioWare!" Etc, etc.

That is what I want all along. Bioware has already created a tint system in place to customise textures for the party members, it shouldn't be that difficult to adapt it for NPCs.
But what do I know? I'm just a whiny little brat for suggesting that NPCs shouldn't wear the same dull outfits for a masquerade ball.
I like it black and white. There is civil war going on and the nobels act as if nothing happened. They go on partying and dancing... but still... the grim situation is reflected in their attire.
It is fitting.

I think they added a FAQ where they say that some countries won't get Deluxe editions and such.

The way they're talking about it, it sounds like "Halamshiral" just includes the Winter Palace level, rather than the entire city.

Bioware already said we won't see massive cities, so it makes sense that this will be the case.

There's been conflicting information about that, though - rather than "Bioware" as a hivemind saying something, different sources have quoted different people saying different things. Based on how much other stuff has been wrong or misinterpreted, I think it's best to wait until definite information.
(OXM had a whole caption about going to visit the capital of Nevarra, which clearly isn't true.)

Isn't it better to wait for information rather than asking the devs for updates all the time? It must get annoying for them at some point.
They've been rather reticent when left to their own devices, which I think is part of why everyone's been going a touch nuts.

I think it depends what you ask them. They probably enjoy answering things that nobody has asked before that doesn't reveal much, or things like "who was yoru favorite character and why" from past games.
I'm 99.99% sure they loath the "CAN I ROMANCE___!?!?!" and "WHY IS LELIANA ALIVE!?!?" and "WHEN IS THE NEXT TRAILER COMING OUT" and "IS THERE MULTIPLAYER!?!?!?" or things that they don't know anything about.

Yes. But that leads me to think that the scale of the city also won't be replicated in DA:I, even if we see city parts.

It could simply mean that the cities will be rather sparsely populated, as has been true as far as I recall for basically all Bioware urban areas since Jade Empire
