I think she's super pretty tbh. I can see why people are complaining about the hair, the color isn't a realistic blonde and it has a metal sheen- it also stands out because everything else is just so high quality in comparison. The style itself I think is really cute and works for her. I wouldn't mod her at all- no reason to. She's adorable.
The fireplace-side of her hair looks right: It's your general medium blonde, no-sunlight. The other side though - NOPE 
Her hair is gradually growing on me the more I look at it (though it looks as if it might need technical cleaning-up maybe). I don't get people calling her ugly or 'not a beauty' though. I think she's quite pretty.

Hope you are right: I was expecting a little bit more since they got their new shiny engine to play with. I don’t need all the flowing silky hair crap but something that would look more on par with the character design quality would have been great.
I do hope that Bioware is aware that her hair looks rather fake-ish right now, it still needs some work. The fact that she has very blonde hair makes it even more striking. She still looks good though.

It's not very blonde: Judging by the non green-ish part of her hair, it’s medium blonde. Which, btw, goes rather well with Bioware trying to go realistic (I believe Gaider has mentioned the fact that characters would have more realistic eye colors too, no more Sebastian blue)

I think Sera's design is a lot more interesting than I thought she was going to be after the "Last Supper" image we saw. She looked rather plain there. While the hair has some weird texture going on (pretty normal in video games, though), I'm enjoying the style of it. I'm seeing a lot of hairstyles in this game I was not expecting to see in a DA game (hopefully this means there will be less 1980s beauty salon / pretend Medieval dos). So I'll take that as a good sign and forgive the strange shine of her hair.
Plus all that detail, like her knitted jerkin (is that the word I am looking for?) with the thread gaps is nice.
