It's an Avvar village guys. They wanted to make a human Avvar origon in da:o, but that got scrapped.

Nice find - the Avvars are located in the Frostbacks so it does make sense that we'd encounter them moving between Orlais and Ferelden.

I agree, that helmet looks bizarre - how could it possibly work as an effective piece of armour? The eyehole would be hugely distracting.

That was pretty consistent with DAII's artstyle generally though, the concept art we've had for DA3 looks a little more... restrained.
There's merit in having distinctive faction weapons and armour, but the curvy-wavy swords and what looks like a square... blade thing... really don't look sensible, or realistic. They could establish a unique identity just as easily with colours or faction symbols.
