Revealing
now would be doable. Tight, but doable. Waiting until later, such as
E3, would be quite ineffective.

I believe someone from Bioware
has stated that E3 is too late for a reveal so I assume they'd reveal
something in May at the latest. I personally think that they just aren't
ready to show us something. I think they are on schedule and not
delayed, I think they just don't want to throw the fans some trailer. I
wouldn't want to either, fans like to rip trailers a new one if it
doesn't meet their standards, especially Bioware fans. 

You'll have to provide a link to someone from BioWare saying E3 is too late. I don't recall that.

 I can't find it :/  but i'm pretty positive it was said.

EA's Chief Financial Officer Blake Jorgensen was quoted at a Morgan Stanley conference as saying:

"I’d say, between now and E3, you are going to see a lot of stuff, and we are going to chose with our marketing teams when to announce.”

Microsoft's Xbox event is widely rumoured to be in late April.

I think that might've been a typo by Mike, it looks to me like he meant something like "Late 2013 is the [announced time]".

Certainly, Chris Priestly's first comments about it mentioned a rough release window in Sep-Nov 2013, and nothing I've seen has ever indicated they're waiting until late this year to reveal the game.

Yup. It's called Dragon Age: Inquisition, it is being developed using the Frostbite 2 engine, and at some point in the near or far future it will be released. That's about all we know.

Since I couldn't find the DA panel on PAX East's schedule, did it already happen and was it recorded?

It's not actually an official PAX event, which is why it wouldn't show up on the website, it's being held at Bioware's own lair thing.

The DA panel is being repeated once per day (as in, they're doing a general discussion panel three times over three days), I don't know if they'll record all three of them but Chris Priestly suggested they'd have all the various panels up as podcasts. The only one to be officially broadcast/recorded is the Mass Effect one, since it's an actual PAX event co-hosted with Geoff Keighley.

Unfortunately it could be a while before we get the recordings, but someone from the BSN could have been there and may post a rundown of what happened/what was discussed.

I'll just read the short of it, some panels can just be annoying with the amount of fanboyism that bleeds through question time.  Hopefully some guy will ask in depth question about character customization, skill tree and leveling depth and if they'll continue to hate on the arcane warrior... Instead of who's playersexual this time around.

Hmmm. I wonder if Darrah, Producer of DA3 (the highest link in the Bioware chain aside from Aaron Flynn that I know of) would have liked to done a reveal this weekend, but was told by higher up to wait? If so, that could mean the decision is all on the EA side, not on Bioware at all. 

Or Mark is just being diabolical. Lol Either outcome is possible.
