It was intentional really... a soldier isn't going to have an emotive voice. I honestly think Hale was a little too emotional for a soldier.
Meer is steady and consistent and only got better with the series.
He overdid it a bit at first. He sounded about as interesting as a brick in the first ME.

I would agree if it wasn't because it's a game, a entertainment piece. We are supposed to feel like our character isn't just an average stoic soldier.

Dunno, he sounded cold and hard to me, like he was supposed to. And there was actually quite a bit of subtleties in his voice. Although he did get a better handle on Shepard in ME2 and especially ME3.

Soldiers are human beings, and most human beings have emotive voices? I don't understand this thought process at all- you don't get robbed of your emotions when you enlist and there's no code of conduct that says you can't emote once you've been handed your first firearm. ME FemShep is pretty restrained a lot of the time (her conversation with Jenkins, for example, is hilariously canned) but even when she has ~feelings~, it doesn't feel outside the bounds of an average person's emotional range.

I never said soldiers, as human beings, have no emotional range as people. I don't get why you put words in my mouth. If you don't understand the word I use, then google it.
